I am a patrol supervisor and I would not allow any of my guys to arrest anyone other than the one closest to it. That being said it looks like they issued a Notice To Appear to all the occupants of the vehicle. A judge will likely throw it out six days out of a week since he was in the back seat but then he has to explain that to Champ.
