I agree, but the fact he would even tweet something which could be interpreted negatively for himself and his program is sad. You would think he knows how it could be misconstrued as something negative, so the fact he didn't clarify at all is somewhat damning. It doesnt mean he took money necessarily, but it would imply he was either offered it, or knows someone who was.
Either way it's not something you want a current or former player tweeting.

The tweet was vague in order to protect him from future lawsuits.
I think you're thinking about it too much. Bumphis was a decent enough prospect that he could have left for the NFL Draft before his senior year if he hated Starkville.
After all, Mississippi State definitely didn't try to pay for Cam or anything.

He did an interview explaining the tweet, and did confirm that he was offered money by other schools during his recruitment.
