They'll probably get their notice; but Miami being a private school, they don't have to divulge any of what's in it... so they likely will get through this NSD without too much negative publicity.
However, if you're a recruit and the Notice Of Allegations comes out pre-NSD, I'm sure you and your family are demanding to know what the future holds for Miami. Be pretty foolish to commit when a school just gets its letter and you don't know what it contains.
Also, any commitments would likely be allowed to back out no matter where in the process they are if Miami gets severe sanctions (like USC players and prospects); so NSD really isn't the finish line for Miami.
